二者含义完全不同。

hand out：分发、散发、给予，多指发出去、施舍的含义；give out：释放、放出、公开、停止运转等。例：One of my jobs was to hand out the prizes我的职责之一是分发奖品。All machines give out eventually最终，所有的机器都停止了运转。
