TheEuropeanUnionevaluatesairlinesandtheirplanesandpublishesa"blacklist"ofunacceptablecarriers,mostrecentlyupdatedjusttwoweeksago.TheEUblacklistisavailableontheInternetatec.europa.eu/transport/(clickon"Air,"then"ListofairlinesbannedwithintheEU")
Beprepared,it'slongandcomplex:233airlinesarecompletelybanned,andeightareallowedtooperateunderrestrictionsandconditions.Thoughitsfocusstartedasanairline-by-airlineevaluation,theEUhasmovedmoretowardbuildingtheblacklistonevaluationsofentirecountries-allairlinesfrom15countrieshaveablanketbanfromtheEUandareamongthe233cited.
TheUSFederalAviationAdministrationevaluatescountries,notcarriers.USinspectorsdecideifacountry'saviationinfrastructureisuptosnuffbycountingthenumberofinspectorswatchingoverairlines,assessingair-traffic-controlproceduresandevaluatingfundingandlegalauthorityofaviationregulators.TheFAAevaluationisbasedlargelyonstandardssetbytheInternationalCivilAviationOrganization,aUnitedNations-charteredgroup.(USairlinesarerequiredtomeetorexceedinternationalsafetystandards.)
TheFAAsays101countrieshavebeenassessed;79haveCategory1status,meaningtheUSbelievesthecountrymeetsinternationalstandards,and22fallintoCategory2.Category2doesn'tmeanairlinesfromthatcountryarebanned,onlythatanynewserviceandairlinepassenger-sharingtiesarefrozen.Thatcanhaveeconomicimpactonacountryanditsairlines,andthethreatofaCategory2downgradecanpromptimprovement.

There'ssurprisinglylittleoverlapbetweentheFAAandEUlists.AirlinesfromAngola,Benin,Kazakhstan,KyrgyzRepublic,Liberia,Gabon,SierraLeone,Sudan,Afghanistan,Cambodia,RwandaandZambiaarebannedontheEUblacklist,butthosecountriesaren'tevaluatedatallbytheFAA.B0thEUandUSregulatorsshareconcernsonCongo,IndonesiaandSwaziland.TheFAAratesZimbabwe,Israel,thePhilippines,SerbiaandMontenegroplusseveralLatinAmericanandCaribbeannations,includingBelize,Haiti,HondurasandNicaragua,inCategory2,butnottheEU.
Theairlineindustryhascomeupwithitsownlistofsorts,anditcanbeusefultotravelers.TheInternationalAirTransportAssociation(IATA),theindustry'sworld-widetradegroup,beganworkingonastandardauditingregimennineyearsago,andithasevolvedintoanextensivesafetychecknowrequiredofallairlinestobeamemberofIATA.Passingtheauditbecamemandatoryformembershipearlierthisyear;21airlinesdidn'tandwereremoved.
IATAsays330airlinesaroundtheworldhavepasseditsaudit.Ofthose,230areIATAmembers-another100airlineswantedtobecertifiedevenifnotIATAmembers.USandEUregulatorsacceptIOSAcertificationtomeetrequirementsthatairlinesfunnelingpassengerstoeachotherthroughcode-sharingagreementsauditeachotherforsafetyissues.Andafewcountries-Egyptisone-requireIOSAcertifìcationforanyairlineflyingthere.Thelistisavailableatwww.iata.org/iosa.
