OnAugust21,theU.S.DepartmentoftheTreasuryissuedsanctionsagainsttwoRussianshippingcompaniesforthetransferofrefinedpetroleumproductstoNorthKoreanvesselsandsixvesselsassociatedwiththosefirms.ThesanctionsarepursuanttoExecutiveOrder13810ofSeptember21,2017,whichtargetspersonsinvolvedintheship-to-shiptransferofrefinedpetroleumproductswithNorthKorea-flaggedvessels,anactivityexpresslyprohibitedbytheUNSecurityCouncil.

ThetwocompaniesarePrimoryeMaritimeLogisticsCo.Ltd.andGudzonShippingCoLLC.BotharebasedintheRussianportofVladivostok.AmongthesixRussian-flaggedsanctionedvesselsisthePatriot,whichconductedtwoship-to-shiptransfersofoilinearly2018:1,500tonstotheNorthKorea-flaggedvesselChongRim2andanother2,000tonstotheNorthKorea-flaggedshipChonMaSan.ThebuyerwastheTaesongBank,aNorthKoreanentitythathaspreviouslybeensanctionedbyboththeU.S.andtheUN.
